NVIDIA GeForce RTX 2080 Ti & RTX 2080 Founders Edition Testing:

Temperature Testing:

Temperature testing will be accomplished by loading the video card to 100% using Unigine Heaven Benchmark Version 4.0, with MSI Afterburner overclocking utility for temperature monitoring. I will be using a resolution of 1920x1080 using 8x AA and a five-run sequence to run the test, ensuring that the maximum thermal threshold is reached. The fan speed will be left in the control of the driver package and video card BIOS for the stock load test, with the fan moved to 100% to see the best possible cooling scenario for the overclocked load test. The idle test will involve a twenty-minute cooldown, with the fan speeds left on automatic in the stock speed testing and bumped up to 100% when running overclocked.

Power Consumption:

The power consumption of the system will be measured at both idle and loaded states, taking into account the peak voltage of the system with each video card installed. I will use Unigine Heaven Benchmark version 4.0 to put a load onto the GPU using the settings below. A fifteen-minute load test will be used to heat up the GPU, with the highest power usage recorded as the final result. The idle results will be measured after fifteen minutes of inactivity on the system with the lowest recorded power usage as the final result.

When it comes to cooling performance NVIDIA has improved the cooling solution on the Turing cards when compared to the top end Pascal cards. The change to a full length vapor chamber based cooler with dual axial fans to provide the cooling airflow seems to have done the trick. At the factory default clock speeds both the RTX 2080 and RTX 2080 Ti are delivering results 10 degrees cooler under load by comparison. A significant improvement when you get down to it. The radial fan based cooler we have been used to on the Pascal cards actually did a great job when you ramped up the fan speeds while overclocking. The same holds true here with the dual Axial fans on the Turing cards. The RTX 2080 FE sees an improvement over the cooling performance of the GTX 1080. The higher core count and higher TDP RTX 2080 Ti FE does not quite get down to the 63C the GTX 1080 Ti FE delivers but it's in the ball park.One of the things that I was concerned about was the impact of the twin radial fans on the nosie output on these cards. Truth be told they are dead silent when the driver is controlling the fan speeds to deliver the cooling improvements we see here. Knowing that noise will go from zero to audible when bumping the fan speed to 100% I found that while audible the fans were not annoyingly loud. The noise is no worse than the radial fan used on the Pascal based cooling solution. 

Power consumption is bound to creep up with the increase in hardware in the die. This is exactly what I see with the RTX 2080 FE and RTX 2080 Ti FE. Even so the power consumption of the RTX 2080 Ti FE is less than that of the AMD Vega 56 card in the test suite. Comparing the performance delivered in game to that of the Vega 56 card shows that NVIDIAs Turing architecture is still more efficient than AMD's latest architecture.
