Conclusion:

There are two points that I think are worth walking away from these tests with. The first is that the GTX 770 with 2 GB of VRAM, released three years ago, was still able to make this game playable at its High preset, and the other is that the game is still quite new. There are still the Low and Medium presets below it, and naturally you can use a custom set of options to optimize for your system. Naturally the more powerful GTX 980 and GTX 1080 support higher settings and higher performance, but that lower-powered GPU is worth noticing.

The second point is that this is still a very new game. Ubisoft may have delayed it on the PC to give it some extra polish, but there is always going to be room for further optimization. Over time, framerates will likely go up across the board thanks to the various patches and updates that will come.

If there must be a third point, I would guess it would be that the CPU matters, but that is to be expected of any open-world game populated with NPCs. My CPU is older than all of the tested GPUs, but with its overclock is able to keep up with just about everything I throw at it, including Watch_Dogs 2. It might be holding the GPUs back some, but is still a capable piece of silicon, so if you have something comparable or better, you should be in decent shape.
