In an agreement reached with the attorney general's office of New York, three service providers agreed to begin blocking access to web sites and bulleting boards associated with child pornography. Time-Warner Cable, Verizon and Sprint all agreed to shut down access to news groups and World Wide Web sites, something most ISPs had resisted in the past, claiming service providers were not responsible for the content on the Internet. Usenet, one of the original ways to swap information online, has become a favorite of those involved in illicit activities as it has fallen into disuse by more mainstream users. As child pornography is proscribed by most ISP terms of service, the New York AG's office used a sting operation to force ISPs to the negotiating table under the threat of charges of fraud and deceptive business practices for not upholding their service agreements. Other unnamed providers are still negotiating with the AG's office.
