Time-Warner Introduces Internet Allowance in Texas Town

New Time-Warner Cable customers in Beaumont, Texas will be the guinea pigs in the CATV giant's experiment in metered Internet usage and reflective billing. Under the new plan, customers can choose an Internet connection with 768Kb/s download speeds and a 5GB monthly combined upload/download cap for $29.95, or a beefier package offering 15Mb/s download speeds with a combined 40GB cap for $59.95. Also, an over-limit fee at $1 per GB will be assessed starting in the third billing month, as the first two are penalty-free. Time-Warner claims that because 5% of its customers consume up to 50% of its available Internet bandwidth, this new pricing scheme will better reflect the real usage patterns of consumers, light or heavy. Existing customers in Beaumont are currently exempt from the test.
